| Description: |
This Request for Proposal (the “RFP”) is an invitation by the United Counties of Leeds and Grenville (“The Counties”) to prospective proponents to submit proposals for Architectural Services for the Design and Development of a Supportive Housing Building located at 109 Perth Street, Brockville, Ontario, as further described in Section A of Appendix D - RFP PARTICULARS (the “Deliverables”). The United Counties of Leeds and Grenville (“The Counties”) is the service manager for community housing in Leeds and Grenville, responsible for the administration of provincial housing programs for ten member municipalities, and three separated municipalities, which includes the City of Brockville. The Community Housing Department of The Counties also owns and operates a portfolio of 691 community housing units. As part of The United Counties’ Ten-Year Housing and Homelessness Plan: United in Housing Solutions for All, The Counties has committed to work towards creating 150 supportive housing units to address the increasing number and complex needs of persons who are homeless. At this time, 49 Supportive Housing units have been constructed and occupied, as the first steps of addressing the gaps in the housing continuum in Leeds and Grenville. The next stage in the supportive housing continuum requires the creation of more permanent supportive housing units to meet the needs of persons affected by homelessness in Leeds and Grenville. The 109 Perth Street, Brockville Supportive Housing Project will create rent-geared-to-income units for persons affected by homelessness. The Counties is seeking a proponent that will design, in consultation with The Counties, a complete code-compliant supportive housing development at 109 Perth Street, Brockville, maximizing the space in the creation of units. A progressive design will take place in two phases under this procurement. Phase One – Design Development and Preconstruction Services In consultation with Leeds and Grenville, the successful proponent will design and create a Concept Plan that is suitable to support Official Plan Amendments and Zoning By-Law Amendment applications. Phase Two – Construction Drawings and Project Development In consultation with Leeds and Grenville design and create a code compliant construction drawing that maximizes the space in the creation of units. The 109 Perth Street, Brockville Supportive Housing Project will create rent-geared-to-income units for persons affected by homelessness. The project will be located in the downtown core of Brockville, which is close to many amenities such as pharmacies, medical clinics, the public library, grocery shopping and other supportive agencies. |
