This Request for Proposals (the “RFP”) is an invitation by the United Counties of Leeds and Grenville (“the Counties”) to prospective proponents to submit proposals the design and construction of a child care facility at Maple View Lodge, Athens, Ontario, as further described in Section A of Appendix D - RFP PARTICULARS (the “Deliverables”). As Service System Manager, the United Counties of Leeds and Grenville (the CMSM) is responsible for the planning, funding, oversight and accountability of the child care and early years system within the counties of Leeds and Grenville The goal of the County is to ensure that high quality and affordable licensed child care is available to families in our communities. The Proponent shall provide full design and construction services to renovate an existing space located within Maple View Lodge, Athens, Ontario into a license-ready child care facility comprised of 75 child care spaces, in compliance with the Child Care and Early Years Act (CCEYA) (https://www.ontario.ca/laws/statute/14c11) , Ontario Regulation 137/15, the Ontario Ministry of Education Child Care Design Guidelines https://files.ontario.ca/edu-childcare-centre-design-guidelines-en-2022-03-30.pdf, the Ontario Building Code, Fire Code, Public Health requirements, and the Accessibility for Ontarians with Disabilities Act (AODA), as well as all applicable municipal and provincial regulations. The design will include spaces for:
The new facility will be developed across two floors and will provide a high-quality, inclusive, and fully accessible early learning environment that supports the operational and educational needs of children, staff, and families. The project will include a kitchen to support daily meal and snack preparation, as well as dedicated outdoor play areas that meet Ministry of Education requirements for each age group. The project will be delivered using a Progressive Design-Build approach, with pre-construction and design services leading to a County’s Statement of Requirements (CSR) and the establishment of a Guaranteed Maximum Price (GMP) or stipulated Contract Price. Upon approval of the CSR and GMP/Contract Price by the County, a Change Order will be issued to proceed with final design and construction. The scope includes, but is not limited to: review of existing conditions; regulatory and code compliance analysis; preparation of all architectural, structural, mechanical, electrical, and life-safety design documents; coordination with authorities having jurisdiction; submission for and acquisition of all required building and related permits; execution of all renovation and building system upgrades; inspections; correction of deficiencies; commissioning of base building systems; and delivery of complete as-built drawings and close-out documentation. The renovated facility shall be delivered in a condition that is fully compliant with Ministry of Education child care design requirements and suitable for future licensing. The scope is limited strictly to the built environment. Child care licensing application submission, operational start-up, staffing, furniture and loose equipment, programming, and commencement of child care operations are expressly excluded. All design and construction activities shall be completed such that Substantial Performance and final project close-out are achieved no later than December 1, 2026. |
